FINANCIAL INCENTIVES
Renewable Energy Tax Credits – Support the overall concept of financial incentives for renewable energy development and production in Florida.
Biofuels Tax Credits- Provide tax incentives for biofuel production in Florida
Florida Consumer Tax Holiday – Provide tax exemptions to consumers for the purchase of energy efficient appliances.
Pre-construction Cost Recovery for Renewable Energy Plant Construction – Provide stability and promote a business-friendly environment for renewable energy production in Florida.
Renewable Energy Project Grant Program- Support state grant funding
to be administered by the Department of Agriculture for renewable energy projects in a competitive grant review process.
INNOVATION PROMOTION
Renewable Resource Map - Support state funding for cataloging Florida’s renewable resources to facilitate innovation and private investment.
Promote Renewable Energy Portfolio Standard- Require utilities to meet a 10 percent renewable energy portfolio goal by 2012.
Net Metering- Promote conservation policy allowing utility customers who generate renewable energy via solar panels or other means, the ability to recoup the full retail cost of the energy produced when their production exceeds usage.
Public Records Exemption/Florida Alternative Energy Technology Center- Promote exemptions for public record and public meetings requirements for the Florida Alternative Energy Technology Center to preclude private investors and producers from revealing information that poses a competitive disadvantage and discourages investment in renewable energy projects in Florida.
Farm to Fuel Program and Advisory Council – Provide the Department of Agriculture authority to implement renewable energy projects and give them a brain trust to advance Florida’s renewable energy production.
Biofuel Production for State Fleet Vehicles - Promote biofuels production for use in government vehicles and or machinery, including school transportation.
